Creative Investment Research, Incorporated (CIR) is a privately owned and operated investment research and economic consulting firm. The company was founded in 1989. Since that time, CIR has published ratings derived from social and financial information relating to women and minority owned financial institutions.

Creative Investment assigns ratings based on the financial strength and social performance of the financial institutions. Social performance is determined based on demographic and social return information from a database maintained by the firm. The information is compiled and ratings are assigned using the firm's proprietary Fully Adjusted Return ® Index methodology.

The Fully Adjusted Return ® Index provides a full description of the economic condition and social responsiveness of a minority-owned financial institution.

The ratings are based on "a comprehensive quantitative and qualitative evaluation of, among other things, a (minority-owned financial institution's) balance sheet strength, operating performance, and business profile" as well as social return performance.

As of December 2, 2005, Creative Investment Research, Inc. had 194 outstanding ratings on certificates of deposit (CD's) issued by 194 women and minority owned financial institutions.
